The State Treasurer is a constitutional officer who is elected statewide. The Treasurer serves as the state's chief financial officer charged with the prudent custody and management of state monies.
The Treasurer is elected to serve a four-year term and can serve a maximum of two consecutive terms.
The Treasurer is third in line of succession to the Governor, serves as the Chairman of the State Board of Investment, as the State Surveyor General and on the State Land Selection Board. The Board has the authority to approve State Land Department recommendations on transactions involving state-trust lands (A.R.S. 37-202).
The primary responsibilities of the office include the receipt, safekeeping, investment and disbursement of monies belonging to the state, as well as the safekeeping of investment securities and performance bonds held in trust on behalf of state agencies.
Article X, Section 7 of the Arizona State Constitution requires the establishment of a Board of Investment with the Treasurer as Chairman to serve as trustees of the Permanent Land Trust Funds. A.R.S. 35-311 established the Board of Investment membership as the State Treasurer, the Director of the Department of Administration, the State Banking Superintendent, and two other individuals appointed by the Treasurer (traditionally one member is an elected County Treasurer).
The Board of Investment is responsible for reviewing the investment of state monies, serving as trustees of the Permanent Land Trust Funds, and approval of the State Treasurer’s Office Investment Policy. Meetings of the State Board of Investment are held monthly and are open to the public. Notice of future meetings are posted in advance pursuant to the Arizona Open Meetings Law.
