General Accounting

The State Treasurer utilizes the services of multiple banks in meeting agency banking needs throughout the state, as well as a major custodial institution to act as the custody agent for state investments and securities pledged by private entities. Contracts are awarded by a formal bid process consistent with the state procurement code and applicable statutes. By statue all banking operations on behalf of state agencies are contracted by the State Treasurer unless written permission is given by the Treasurer. All deposits in state banking institutions are collateralized at 102% of principal.

The Treasurer acts as paying agent in honoring state warrants that have cleared the state servicing bank. Warrants are similar to checks, but with one major difference-- the state servicing bank honors warrants prior to presenting them to the Treasurer for payment. This allows the Treasurer to determine exact cash outflow and to calculate with certainty daily cash available for investment
